Answer: First of all we need to establish where the fault is. When you move the gear selector the wiring goes to the toe board socket in the engine bay and then on a seperate loom to the gearbox actuator and then the actuator moves the rod that moves the gear change arm in the gearbox.
Put the car on a "wheel free" ramp and use the wheel free.
With the ignition on move the gear selector to reverse for example.
Look under the car to see whether the arm between the gearbox and the actuator motor is moving - if it is moving and the small gear change arm that sticks out of the gearbox is moving but the car is not changing gear then the gearbox needs replacing.
If the arm from the actuator to the gearbox is not moving then the motor is not getting a feed to it.
The most likely cause of this is the wiring loom between the floor of the car and the actuator motor - these get water inside them and the wires corrode - the loom can be unscrewed from the actuator so unscrew and have a look.
Going back up the chain you need to check the toe board sockets - these are the rectangular sockets (about the size of a cigarette packet) that the wiring from the engine bay goes onto - they are subject to coorosion so check these carefully.
The final fault could be with the gear selector arm itself but this is rare.

Answer: It does not matter if you have no fuel tank - if you turn the ignition key so the lights come on but do not try to start the car then you can change gear and try the things that I have suggested.
